netqmail is distributed as a _source_ code bundle that includes
qmail-1.03.tar.gz along with a number of valuable patches and a simple build script.

In accordance with Dan Bernstein's distribution rules, netqmail is NOT
distributed in _binary_ form.

netqmail is qmail-1.03 with patches that we (the packagers of netqmail) believed
were valuable. As it is distributed in source code form it complies with Dan's
distribution rules (which can be seen at http://cr.yp.to/qmail/dist.html).

If you plan on distributing a binary of qmail you should adhere to Dan's
conditions (you may not agree with them but that is no justification for not
obeying them).
