Those requirements make admins give up ;). Mostly due to unusual and (maybe) inconvenient layout. Ironically, DJB blames those whom invents a new layout for each next system (see compatibility notes on him site) :-). BTW, I guess that SRPMs and BSD ports may be (or not) affected by the following clause only: "If you want to distribute modified versions of qmail (including ports, no matter how minor the changes are) you'll have to get my approval."
