announce: qbiff-utmpx patch

The qbiff-utmpx patch (based on Ed Schouten's for FreeBSD ports) tries 
to detect <utmpx.h> for use by qbiff(1). If your qmail build is failing 
because your system no longer provides <utmp.h>, this patch may be 
useful to you.
