AUTHREQUIRED="" in qmail-smtp-ssl.rules on port 465 or
587(SMTPAUTH="TLSREQUIRED")

port 25(qmail-smtp.rules) without TLSREQUIRED or SMTPAUTH (if you don't want
to use this port for relaying other domain).
