This is not a task that Qmail-Scanner does. Don't forget - Unix
solutions are very modulized. Qmail-Scanner doesn't control forwarding
email with certain characteristics (such as spam status), as the LDA
already covers that role. Check out maildrop or procmail and create a
rule there to do that job
