You are right, if you set sa-quarantine to 0 no message will be 
quarantined and  messages with a score over the delete threshold will 
be deleted.

I suppose you are simply writing examples, because in your 
configuration you will delete messages over '4.9 + 6.5 = 11.4', not 
10 as you are writing.
