Why don't you just treat  that server as a local address? i.e. set
RELAYCLIENT? Qmail-Scanner never calls SA on email when RELAYCLIENT is
set as that implies it's locally-generated email. (of course you have
found that can be overridden by setting QS_SPAMASSASSIN=1 - but you want
the opposite)
