I looked in the perl code of the qmail-scanner.pl and I think that it does all of the quarantine tests on the email before it even runs the Spamassassin check. I am not sure how to get the Spamassassin headers into all the quarantined and rejected emails. Could look at --sa-alt but I am not sure. If I think of anything I will post it. The writer of this code is a member of the mailing list so he probably could tell you.

        SA-FWD-verbose will print detailed SA output into the header of email, which pass the system. But not into the rejected or deleted emails.

 You would have to also add the --sa-fwd-verbose yes�� when you compile qmail-scanner and that should pass the spam scores and headers into the email. I was going to try this on my setup but being pressed for time, I never got around to it. 
   
 qmail-scanner is not advanced enough to make customized messages based on Spamassassin checking. All it can do is pass the SA headers and place them in the headers.

        I think the option that you are looking for is --notify. In the instructions that came with qmail-scanner, it shows the options that to use with --notify to pick who gets notifications. The options are none, sender, psender, recips, precips, admin, nmladm, nmladm, nmlvadm, all.
       
 If you want to have the sender or the person replying to get a notification for breaking a policy violation, just use "psender" with --notify.� The sender will get a message of the policy that was trying to be broke. The message they will get is the third field in the quarantine-events.txt
