spamassassin doesn't drop email though exceed required score

I have qmail running and using qmail-scanner to check spams. 

I have noticed that even though the emails has reached over than the required score, its still continue to send the email instead of dropping. Could it be in the qmail-scanner of in the spamassassin? My other config in my mail server is almost the same.
