That's not what Reply-To is for.  Reply-To says "if you choose to
reply only to me, then reply to this address".  Similarly,
Mail-Followup-To says "if you choose to reply publicly, then reply to
these addresses".  There is no header field that expresses whether
replies should be public or private in the first place.  Nor would it
make sense for there to be one; as I write this, I have no way of
knowing whether your reply (if any) would be appropriate for the list.
It is up to you to direct your reply appropriately, depending on the
content of your reply.
