Huh? Smartlist runs on top of procmail, if you can use procmail
you can normally use smartlist as well. Procmail is certainly
no *alternative* to smartlist.

As for Squirrelmail, it is just a web interface, and as such it is
certainly compatible with procmail and smartlist -- but the underlying
mail server may or may not be (either inherently because of server
features or in practice because of administration policies).

If you want a more useful answer you need to tell more how you are
using Smartlist and what exactly is going to change (the machine where
you have it or just its external mail server or what).
