First, I believe it would severely annoy a lot of people. Imagine having to visit a web page for each email you send. This may not be a problem for people with full access to the internet, but for those with mail-only access and a text-mode browser, it would be very bad. The second issue is that you need a web server running to receive emails from unknown parties. If the web server goes down, so goes your capability to receive mails. :) I really believe C/R has to be as unobstrusive as possible. Challenges of this nature would cause people not to respond and invalidate the whole C/R scheme.
