Installing as non root on system

Please forgive the newbie question -- Is it possible to install this on 
a host like ipowerweb without root access.  I have been looking for 
something to manage the spam in a more aggressive way than my host 
provides and this seems to be a great solution.

Unfortunately, I do not have the ability to telnet or ssh to my host 
and therefore am pretty limited in how I can interact with scripts.  
However, I have managed to get several other things up and running, 
just not via command lines in ssh.

Any obvious suggestions, pointers to solutions, or even knowing it 
can't be done would be helpful.  (Although I KNOW there is a way it can 
be done, I just haven't figured it out...yet)
