a data point on where we should put initial stamp value.  I have one 
site running 60 or 70 very heavy e-mail users.  They are running 100 
percent stamp generation (i.e. everyone gets a stamp whether they are 
familiar or not).  I am using a 23 bit stamp with the old version 0 
code.  The system is a Pentium IV 3 gigahertz.

the load is not noticeable.

August 10: 772 stamps
August 11: 863 stamps
August 12: 668 stamps

this machine also handles IMAP and full camram filtering (procmail 
interface)

so the question I have is should we raise the spam value in the face of 
the new more efficient code.  Maybe an opening bid at 25 bits?
