HS' cssfiles are not size-bounded, thus no (micro)grooming is needed.
Apparently, the flag only enables the 'fast skip' optimization.

it's always/never 'full': it's a growing size file.

You can do a simple check of it's contents with

  http://crm114.sourceforge.net/coolthings/hyputil.crm

like:

$ hyputil.crm < a.hyp 
  Learned msgs     = 1
  Max featurecount = 505
  Min featurecount = 505
  Average f.count  = 505
