Whose got the most stable Windows port right now?

For various reasons, I'm looking at a Windows implementation of
CRM114. Who has the most stable Windows compatible fork? If it's Ger's
recent work, Ger, what compiler and environment are you using?

I've already started on a CygWin port, simply because that's familiar to me.
