Cleaning up copyright notices, as part of preparing to build a separate library

Hi, folks.

I'm doing some work on making a separate library, a libcrm114 under
LGPLv3, to allow the use of CRM114 functionality for other programs.
(This includes some code refactoring, some cleanup, some
autoconfiscation, etc.) But I'm also trying to make sure the
copyrights are all clean and labeled as necessary. In particular, most
of the .crm scripts lack copyright notices.

Just to dot all the i's and cross all the t's, I'd like to put 'GPLv3
or later' notices on all of them, and don't want to accidentally put a
copyright pointing to Bill when someone else wrote it. The 'paolo_*'
scripts are pretty obvious, but others are not so clear. Are the
mailing list archives my only hope of tracking those back and
contacting authors, or given CRM114's history, shall I reasonably
assume that anyone who's submitted code will be happy with 'GPLv3 or
later' on them?
