I vote for libcrm114_ .

Principle of least surprise: the library is libcrm114, so
the prefix should be.

If someone writes bindings for other languages which
supports namespaces, any perceived uglyness will go away,
and anyone using the C library directly can hide it via
#defines if they really want to (as Ger said).
