Yes, such a toolkit (actually, a complete package) exists. It's actually a commercial product; the core bits of it are libcrm114 (which is LGPLed) but you pay for the rest. Oh, and it's all in Japanese. I don't think there's an English-language port of the GUI nor of the documentation.
