Just because noone at your side wants to confirm the responibility for
this host. Multiple messages from DSBL robot to <[email protected]> are
ignored happily.

You can, if you control the reverse DNS for this network.

Yes, because the only public name of this host is
"ALLIANCEOPTIQUE-DSL3.turboadsl.nordnet.fr". The purpose of the
"removalquery" is to check the accountability of 195.146.224.86; is
there any working *public* contact for abuse/security/etc reports?
Unfortunately, the current answer is "no".

I believe, you have to co-operate with the network owners. As soon as
Nordnet replace the reverse DNS record with any hostname pointing to
"allianceoptique.fr" domain, we'll know that
<[email protected]> is responsible and should be tested in
removalquery.
