I believe, the real reason of problem is not DSBL but your irresponsible
network neighbours.

Respectively, the practical proposal is to address this issue to your
ISP security officers. They are able both to identify the misbehaving
client and to clean the whole dynamic pool from DSBL database and other
blacklists.

You may reach the security team either via <[email protected]> or via
your regular helpdesk access.
