You are right! Actually reverse DNS for all of 24.86.0.x seems to
be completely broken. For example your neighbor at 24.86.0.38 has rDNS
S0106000b6a84dd86.vn.shawcable.net which resolves back to 24.80.196.60.

I am afraid you will have to wait until shaw has set up proper rDNS
for you. The DSBL delisting criterion is that a host is accountable
for the mail it sends out. That is, anyone who has a problem with
mail received from 24.86.0.37 should be able to complain to abuse@rDNS
and expect the complaint to be acted upon by you. Obviously this is not
the case yet.
