That is because Godaddy does not own the reverse IP lookup. As you said
your ISP owns it. Only they can change the reverse lookup.

I have no experience with Harrisonville Telephone, but your fear might
be justified. Other ISPs have been known to ignore - or even lose -
messages from the removal system.

However, you can easily remove yourself without assistance from your
ISP, xpress109149.htc.net is the official name of your server according
to reverse DNS. If you configure your server to accept mail for
abuse/postmaster @xpress109149.htc.net the removal system will work

Make sure you test your configuration before requesting removal. DSBL
removal requests are limited to one per week.
