Hi,

See previous reply from Alexey:

Please read http://dsbl.org/faq-listed#ecn , then locate and fix the
buggy piece of network equipment rectricring your connectivity.

There is some equipment on your side (switch/router...) that reject
packets with ECN enabled.
Here's the output of ecncheck:
--
$ ecncheck 211.121.137.211 25
With ECN:    No response
Without ECN: Connection accepted by ns.nittobest.co.jp [211.121.137.211]
at hop #21
ERROR: Host drops ECN connections
Last prior hop reachable with ECN: IMZfa-01.nw.odn.ad.jp
[211.131.71.132] at hop #19
Last prior hop reachable without ECN: IMZfa-01.nw.odn.ad.jp
[211.131.71.132] at hop #19
ERROR: It is likely that IMZfa-01.nw.odn.ad.jp [211.131.71.132] or
something logically between IMZfa-01.nw.odn.ad.jp [211.131.71.132] and
211.121.137.211 is erroneously dropping packets with the ECN flags set.
