Surely. DSBL is not a list of spammers, it is a list of insecure hosts
abused by spammers without owner's knowledge and permission.
Unfortunately, the final effect for spam recipients is exactly same.

Looks like that the initial vulnerability (see below) which inoked the
listing is fixed now. If it is really so (and you know it better than
me), you are welcome to use the delisting procedure at
http://dsbl.org/removalquery. This procedure is a simple accountability
test; is there any responsible person reading abuse reports related to
205.238.249.26?

Please read in "Message from this host" section at
http://dsbl.org/listing?205.238.249.26. Two weeks ago this machine was
running open proxy server at port 80 and have transferred a test e-mail
message from Finland to U.S. You should know better than me what piece
of software provided this service for spammers and why is this service
unavailable now.
