The only criteria for DSBL delisting is accountability. You have to
prove that you are able to receive reports an alerts related to your server.

The very first problem is your server anonymity. It has no any name
recorded in domain name system.

~$ host 218.145.53.21
Host 21.53.145.218.in-addr.arpa not found: 3(NXDOMAIN)

So, the very first step is to contact your ISP and ask it to create any
informative reverse DNS record for 218.145.53.21. The direct e-mail of
responsible persons is <[email protected]>, or you may use your
regular helpdesk contact.

After that you will be able to use the accountability test at
http://dsbl.org/removalquery. This procedure will send test message to
your standard role addresses, in accordance with the domain name shown
in DNS. If you will be able to receive and read a test message, your
host will be automatically delisted.

There is no other way, sorry.
