As far as I understand, there are two possible explanations.

It can be Internet connectivity or routing glitch somewhere outside of
your responsibility zone. But this class of problems is (normally)
affecting many people and is fixed in few hours. Your problem persists
since Sep 19; I see new failed attempts today.

It can be a firewall at your side. Someone at your side intentionally
(and erroneously) blocks DSBL mailserver to prevent new blacklisting.

Both explanations are not perfect. Possibly, other maillist members have
better ideas?
