Feel free to take this up with your correspondent. They (not DSBL) are 
blocking your e-mail. They set the policies for their network, and it 
appears that your ISP doesn't meet their criteria.

If, on the other hand, you enjoy complaining, consider talking to your 
own ISP. They're the ones that allow abuse from their networks to go on 
for months on end, and apparently your recipient got sick of that and 
decided to apply the multihop block. You're paying your ISP, so maybe 
they'd listen to you. Note that the DSBL FAQ specifically warns that 
multihop is pretty aggressive:

But again, the decision to block your mail lies with your correspondent. 
If you don't like it, talk to them.
