As you already saw for yourself, 213.225.75.66 is not and never has been 
listed. It seems that your correspondent's mail system is badly 
misconfigured. To add insult to injury, your correspondent is making a 
misrepresentation of their policies. DSBL does not reject *any* IP 
address; the policy decision of what e-mail to block is entirely up to 
the recipient mail administrator. Anyone claiming that DSBL "rejects" an 
IP address is exceeding their authority, period. And by the way, a 
proper rejection notice would include the URL
 	http://dsbl.org/listing?213.225.75.66
in the error message.

Please contact your correspondent by other means and ask them to rectify 
their mistake and fix their server software. If my hunch is right, they 
will likely not receive any e-mail at all until they fix their e-mail 
system.
