I'm afraid, the further questions should be addressed to the Postmasters 
of the server which said this "550". A genuine DSBL-rejected message 
looks different, i.e:

555 Service unavailable; Client host [82.192.36.156] blocked using 
list.dsbl.org; http://dsbl.org/listing?82.192.36.156;

Note the exact URL describing the problem and more true wording: not 
"blocked by" but "blocked using". DSBL itself does not block you, as I 
receive and read your mail.

I just confirm that DSBL knows nothing bad about [196.25.159.86] machine.
