This is a frequent question, and is dealt with in the FAQ:

You may want to become more proactive to make sure you are aware of any 
emerging situations before they become a problem.  Some log/traffic 
analysis would alert you to a spike in traffic moving through your 
server, and RBL aggregation sites such as DNSstuff.com can be used to 
check your IP against many RBLs at once.

See the above FAQ item.  DSBL does not send notifications, nor do most 
other RBL systems.  Postmasters are expected to monitor their own systems.
