Please note that proxy services running at non-standard port numbers 
(15621 in your case) normally mean trojan software installed by a virus. 
Hope, this problem is fixed since 2004.

Please ask your ISP to create an informative reverse DNS record for your 
host and use the regular delisting procedure at the DSBL website. 
Anonymous hosts are not removed from DSBL, and this policy is intentional.
