No, it is not you. The dates in "Messages from this host" at
http://dsbl.org/listing?24.107.21.128 show that you have inherited this
problem from someone who had used same dynamically allocated IP-address
in 2004. But this circumstance does not change the procedure of
delisting: please read http://dsbl.org/faq-listed#notmyfault

In practice, you have two solutions. The first one is to contact the
Charter network security team and to ask them to perform the delisting
procedure. The second one is to switch off your cable modem and try to
obtain new dynamically allocated address. Naturally, the second solution
will help for some limited period only.

The unknown previous user of this IP-address did not spam too: other
people did it using a trojan program in his/her computer.

BTW. It would be very kind of you to avoid these "confidentiality
