 From the record you show, block_expires and record_expires are both  
on 2006-06-05, so that's a blacklist entry (as also evidenced by the  
blocked_count of 2319, with no passed messages) in effect for almost  
another 4 months.  Delivery attempts from that /24 will be blocked  
until then.

The existing /24 match in the database is why you didn't find a  
separate record entered for the full address.
