If you're going to have a whitelist, why even bother with the headers? If 
someone signs up to get on the whitelist, and then sends spam, that's a 
contract violation, right?  If you claim what they sent was spam, but they 
say it wasn't, then you'd have to fight it out as a contract violation rather 
than a copyright violation... wouldn't you?
