Correction, as I was testing, I forgot to run razor-client!
Running razor-client afterwards created /etc/razor/razor-agent.conf
With these contents:

# See razor-agent.conf (5)

# Change this to 5 for safer classification of MIME attachments.  This will let more spam through
logic_method = 4
# Uncomment the next line for logging via syslog
#logfile = sys-syslog
# If you do log to syslog, consider using logrotate
# (see /usr/share/doc/razor/logcheck.ignore.eg)

Running 'razor-admin -create' again overwrote this file with a usable
configuration file.

Then I --purge removed razor, then reinstalled, then this time
/etc/razor/razor-agent.conf was created again with the above contents.

Like I said, this is not a virgin 2.67 install.
