That's normal. Engine 8 can only create a signature for emails that contain URL's.

Also, would you please cease directly addressing me in these messages. I'm not
any offical part of razor's support.

I'm fairly sure razor ignores the use_engines. It might still honor the logic
method, but really all the &amp and &nbsp needs to go. It should just read
something like:

logic_method = 4
