Installing Razor Site-wide or in each users home directory

I've got a small spamassassin setup for about 2 dozen users. If I want to do a site-wide install of razor, does each user need write access to the .razor directory? If I don't want to do the site-wide install, can I run razor-admin -register, -create -discover in one users home directory and then copy the .razor/ directory to everyone elses and setup the permissions correctly? This will let me easily copy the .razor files everytime I add a new users as well. The only issue I see here is that every user will have the same razor account, but that seems no different than doing it site-wide. Will this work or could it cause problems? Also, judging from the activity on this mailing list, is razor still actively used?
