Can we get those terms defined for how they are being used here?

My mental model is:

"shortener" - like tinyurl and t.co, you have to retrieve the (typically 
short) link to see what the true target is.

"redirector" - true target is embedded as a parameter in the URL and can 
be extracted without a HTTP request.

Is that what we're discussing here?
