fix test count in t/handler_archive.t

In tests, skipping a test does not reduce the total number of tests.
t/handler_archive.t incorrectly subtracts the skipped unrar tests from the
total when unrar is not installed, reporting a failure even when all tests
pass.

This is a trivial fix which I will commit.
