In other words, it MAY be possible for people to use small open resolvers that no one is aware of being open and therefore do not generate significant traffic. OTOH, they COULD be trying a resolution of their own data through every resolver that contacts them. That would tell them whether the resolver is open, which could trigger a block. -- Bill Cole
