My only concern is that due to the problem of uncontrolled scanners and 
wiki spammers, The Infra team has limited access to Confluence. New 
accounts in Confluence now require approval from a project team. In 
recent weeks (before the Contest) I have rejected 2 account requests 
that gave very robotic and not quite  rational reasons for requesting 
the accounts, as if the requestors believed that they needed Confluence 
accounts to use SA. I have no problem with us approving Confluence 
accounts for anyone interested in participating in the contest, I just 
think we need to be aware of this issue.

I strongly urge anyone who requests a Confluence account for the purpose 
of contributing to the contest to make that purpose clear in the 
rationale you provide for getting an account.
