no, although it was never fully implemented because these were forgotten 
somehow:

but the score of 0.4 is unknown to me.
Perhaps OP has local overrides?

1 point is the default when no score is set for a rule, therefore scores for 
RCVD_IN_VALIDITY_* should be explicitly set to '0'.
