This means, something already runs on port 783, quite possible it's spamd.

This means, spamd is not allowed to listen on port 783.
Only privileges user (root) can use port numbera <1024, did you try to run 
spamd as orginary non-privileged user?

AI does not understand anyone, it just completes most probale answers from 
internet. It often provides incorrect information and makes stuff up.
