Yes.

It is an arms race. I think I have deployed an extreme step that will 
make rule updates operational again shortly.

A secondary problem is that we do not have as many contributors of 
masscheck results as we'd like, so when anything prevents a contributor 
from uploading results, it will likely kill the update for the day.
