Rather, I am compelled to contact you based on the good recommendation given to me, by a good friend of mine who assured me in confidence of your honesty and trustworthiness in my quest to source for a reliable person into whose account, we could transfer the sum of USD$28 million. Our duties also include vetting, evaluation and foreseeing the maintenance of the R efinery and all the oil pipelines.In regard to the above mentioned amount, we therefore solicit for your assistance to enable us transfer the funds into the account you shall provide and have it for our good selves at the ratio of 20% for you, for assisting us in the transaction, 5% is set aside to off set any expenditure that might arise in the cause of this transaction, at both ends. The remaining 75% is for us, the officials.

Source of the funds: As a matter of fact, there exist the sum of USD$28m which was accrued from the inflated USD$400 million contract awarded to a group of five construction companies, for the repairing of the refinery which was gutted by a fire out brake and re-construction of oil pipelines at the flow station at the Vridi refinery, during the last military regime in Cote d?Ivoire.I and my colleagues deliberately inflated the contract sum to the tune of USD$428 million and it is this USD$28 million we intend to transfer into any reliable account t hat can accommodate this funds, overseas, without raising eye brows.

Note that as government officials, we are prohibited from operation any foreign accounts, since we are still serving the government, thereby, making it impossible for us to have the money on our names, thus my contacting you.

Your urgent response to this, will be highly appreciated as we are anticipating the next payment schedule for the financial quarters, hence we have perfected all the arrangement for the smooth realisation of this transaction of great beneficial interest.
