neral course of development can be traced, the movement is towards a greate=

nd are unfitted to be local resources.*39 Still, the general conclusion is =
clear, that the great divisions of the tax system are likely to remain in a=
ctive use, partly no doubt in consequence of their suitability to the exist=
ing financial organisations, but far more on account of their serviceable q=
ualities.
