Your requested features sound enticing but non-trivial to implement.
You may also be interested in my "New Whitelists" post at

that never got much support (although "personal ip whitelist" is
partially solved by the new Mailhosts configuration).  JT (the only
person who can implement such features) doesn't read this newsgroup any
more.  If you don't post your requested features to
http://forum.spamcop.net/forums/index.php?showforum=4 in the next 24
hours, I will.
