PayPal payment problem

You got me to sign up and start using more of my time to stamp out spam,  
but first I had my time wasted by PayPal.
Paying by credit card:

I get the info form on
https://www.paypal.com/us/cgi-bin/webscr

While filling in the info and guessing what that Security Measure password  
is at the bottom, PayPal redirects to
https://www.paypal.com/us/cgi-bin/webscr?refresh_card_type=Refresh

This page erases some of the info, so I have to input it again.  Then it  
tells me that my session has expired and I must start over.  It took  
several tries to get past this payment page.

Does this service come with lawsuit protection, in case a notorious  
spammer tries to sue me for reporting it?
