Can't access webmail

I can't access my e-mail, either through IMAP nor by webmail, for two days. I simply get a timeout. This must be somehow linked to my ISP, as I can access the webmail if I go through an anonymiser proxy like the-cloak. This isn't a DNS record problem, as I have the same problem if I try the IP address. I have no problem accessing www.spamcop.net, forum.spamcop.net and obviously news.spamcop.net .
